An enclosure with an IP rating of 66, means it is dust tight and protected against liquid from pressure jets. Even at this high rating, it is not appropriate for temporary or permanent immersion in water.
A normal domestic powerboard would probably have a rating of IP40.
So if you've got something outside in the rain you'd want IP64 minimum.
Anything claiming their device is IP7_ or IP_9 is not covered by this numbering scheme.
There appears to be a new range of IPX-x ratings. All it means is no specific statements about dust, and the rating is purely for waterproofness.
